How to

explain complex and multi-layered proceedings about MH17?

The Legal Roadmap MH17 is launched! This book and website (both in English & Dutch) is a user-friendly overview of the legal proceedings related to the downing of Flight MH17 to enable everyone to better understand the complex legal issues & procedures involved. Available for free at

The Legal Roadmap MH17 is commissioned by Stichting Vliegramp MH17, created by Public International Law & Policy Group, Marieke De Hoon and the Patroon Legal Design team, and funded by the Dutch Ministerie van Justitie en Veiligheid and Fonds Slachtofferhulp (Dutch Victim Support Fund).

It is aimed to assist next of kin and others in understanding what procedures take place where & how. It explains the legal complexities and procedures in accessible language, timelines & infographics.

Chapter 6 makes the overview provided in this book/website complete by discussing briefly the six other related legal procedures. Including UKR v. RUS on Russia's involvement in the Donbass and Crimea that started in 2017, in context of which MH17 was downed.

Each chapter starts with an infographic to outline where the procedure takes place, who are involved, what the procedure is about and what type of law the procedure is based on. There are many detailed infographics, for example about the joinder of the next of kin's civil compensation claims with the criminal trial.And on possible steps to take following the announcement of Australia and The Netherlands to hold Russia responsible (state responsibility, public international law), to help explain "compromissory clauses" in respect of the treaties involved: Chicago Convention and ICSFT.

For those that like text and explanations of law in the traditional way, there is a lot to read. About 35.000 words and 7 detailed chapters. Most of it pretty accessible. But sometimes it also goes into provisions, treaties or indictment, which gets quite technical. We hope this Legal Roadmap MH17 helps the next of kin & others to navigate these complex legal procedures as well as raise awareness for the many avenues the international legal order has.
